Longki: The Performance of Provincial Government is Very Good and Accountable

Governor of Central Sulawesi, H Longki Djanggola announced the performance and
development of Central Sulawesi Government under his leadership are very good
and accountable. These performance indicators are in accordance to the data on
the growth and realization of regional government finances so far.
Longki
said that the economic growth in the last two years was far higher than the
national economic growth with ranged from 5.07 percent.

“The economic growth of Central Sulawesi Province in 2017 reached 7.14 percent
and 2016 was also very high at 9.98 percent. While in Eastern Indonesia,
Central Sulawesi’s economic growth is in third place under North Maluku and
South Sulawesi, “said Governor Longki Djanggola on last Saturday.
For
the first quarter of 2018, said the Governor, Central Sulawesi’s economic
growth reached 6.62 percent. This achievement was also due to the very high
increase in investment both nationally and internationally, which broke the
value of $ 1,085,506,372.

Besides that, the annual GDP of Central Sulawesi also increased, which in 2016
amounted to 41.14 million Rupiah increased in 2017 to 45.26 million Rupiah.
Furthermore,
Central Sulawesi Provincial Government’s financial performance in the last five
years had been realized on average 94 percent with the details of 2013 from
PAGU Rp. 2,270,586,715,082 could only be realized Rp. 2,152,987,516,631, or
94.96 percent. In 2014, from PAGU Rp. 2,547,105,900,088 could be realized Rp.
2,444,292,816,727, or 95.96 percent. In 2015, from PAGU Rp. 3,127,525,078,108
could be realized Rp. 2,953,280,683,116 or 94.43 percent. In 2016, from PAGU
Rp. 3,353,717,029,665 could be realized Rp. 3,182,613,585,787, 94.90 percent,
and in 2017 from PAGU Rp. 3,715,599,923,361 could be realized Rp.
3,447,193,528,554, or 92.70 percent.

“The
Central Sulawesi Provincial Government’s financial performance is based on the
provisions of Regional Financial Management that the LKPD for five consecutive
years over the results of BPK-RI audit received a Fair Opinion without
Exception (WTP)” said Longki.
Nevertheless,
he admitted that the financial realization of Central Sulawesi Provincial
Government in 2018 had decreased from the planned target of 97%. If it is
projected, the target can only reach 90.74 – 92 percent or from PAGU of Rp.
3,966,473,283,398 realization projections only touched Rp. 3,626,276,846,312.

“The earthquake, tsunami and liquefaction disaster which took place on
September 28, 2018 also contributed to the failure to implement several
programmed activities,” he admitted.

Also,
there are several activities which must be launched in 2019 specifically those
funded from DAK in 2018 in accordance with the Minister of Finance Letter No.
S-702/PK/2018, dated December 31, 2018 concerning the responses to reports on
physical DAK activities affected by disasters in Central Sulawesi.

According to Longki Djanggola, the vertical agencies have a very important role
to play in sustaining and increasing the economic growth of the community
through the programs and activities directly carried out by the ministries and
institutions in the region, But a few years, the realization of financial institutions
of vertical agencies is very weak as in 2018. There is a budget of 1.44
Trillion rupiah which is returned to the State Treasury.

“As a representative of the Central Government in the region, I regret this
very much.” APBN funds are absorbed through the vertical agencies in regions
with low absorption and this is the responsibility of ministries/institutions,”
he said.

The governor requested that the head of Vertical Institution in Central
Sulawesi Province be able to run the programs and activities which have been
programmed properly so that the budget absorption can be more maximized and the
benefits are very large for the economy of the community.**
