Longki Urges Stimulant Funds be Accelerated!

WORKING Visit of the Head of the National Disaster
Management Agency (BNPB) Lt. Gen. Doni Monardo in Palu to lead the Limited
Coordination Meeting Steps to Accelerate the Recovery of Disaster Impacts in
Central Sulawesi, Central Sulawesi Governor H Longki Djanggola urged the
acceleration of grief compensation funds and stimulant funds for damaged homes
for disaster victims.

“Please sir, it would be possible to expedite
the grief compensation fund and stimulant funds so as not to make residents,
especially victims wait too long,” said the Governor in the coordination
meeting which was also attended by the Independent Military Commander Major
General Tiopan Aritonang, 132 Commander Tadulako Col. Agus Sasmita, Central
Sulawesi Regional Police Chief Brigadier General Lukman Wahyu Haryanto, regent
and mayor and a number of related officials in the Governor of Central
Sulawesi’s room on Monday (2/25/2019).

According to Longki, 1906 valid data on victims
that have been submitted to the central government would have been secured
regarding the disbursement. In addition to the placement of Temporary Shelter
(Shelter) for the refugees so that an appeal was made that the shelter was
ready to be occupied.

BNPB is a body appointed by the government for
disaster management including distribution of grievance compensation funds and
stimulant funds for disaster victims in Central Sulawesi.

The request was answered by the Head of BNPB. Doni
said, the funds were ready, only technical issues, especially data validation
at the regional level.

“If the data is ready and has been validated
in the sense that the data is by name by address, there is no reason not to
immediately distribute it,” said Doni.

For the realization of Stimulant funds, Doni
added, on Thursday a meeting with the Deputy Minister of Finance will be held
for the realization, as well as the Compensation Benefit Fund, which is
expected to accelerate data validation.

The Head of BNPN Doni Monardo also said that the
Rp230 M Foreign Aid Fund is currently available at BNPB, so that the Governor
is expected to be able to submit immediate activities that can be funded by the
Foreign Assistance Fund with the hope that in March the funds can be utilized.

He admitted that before leaving for Palu, he faced
the Vice President, Jusuf Kalla, to report on the development of post-disaster
handling that occurred in several regions in Indonesia, including in Padagimo,

“It should be as soon as possible. We have
several meetings with the mayor regarding the status of the land, “he
said.

Regarding the damage to the victims’ houses, Doni
said, it was hoped that there would be more valid data, that the housing units
were heavily damaged, damaged, and slightly damaged. The aim is so that
stimulant funding is immediately disbursed through the Ministry of Finance to
the local government then transferred to the accounts of each victim.

Regarding the pressure to disburse home stimulant
funds, both damaged, moderate and mild, Doni said, the mechanism had been
regulated, namely through a facilitator formed for that.

The facilitator consisting of several elements
including members of the TNI has been trained and is working to verify.

Stimulant funds will be channeled directly to the
victim’s account. However, the disbursement must be approved by the facilitator
who verifies the funding needs of the home improvement. **
