Poso Recruits 193 ASN, Especially Teachers

THIS YEAR, Government of Poso only received 193 ASNs. This number is lower
than previously such as 500 new ASN. This was carried out based on the
instruction of the Minister of Administrative Reform and Bureaucratic Reform of
the Republic of Indonesia (MenPan-RB).
To reporters in Poso, Head of the Human Resources Development
Agency (BKPSDM) Poso, Yan Edward Guluda said, the total quota of ASN revenues
was 193 people because it was adjusted to calculate the basis of the salary
amount from the Poso Regional Expenditure Budget (APBD) allocation.
Yan Edward Guluda explained that the salaries of employees of Poso
District are still above 50 percent from the APBD, but MenPan-RB rules should
be below 50 percent. “Obviously MenPan-RB calculates basically the amount
of salaries of personnel expenditure through the APBD, we include Poso salaries
from APBD are still above 50 percent should be below 50 percent,” he said
on Tuesday, 18 September 2018.
The number of 193 Poso ASN recipients was adjusted to the number
of Poso civil servant pensions which were 200 people every year. For Poso, from
the quota of 193 civil servants received, the teaching profession was 90 people
including elementary and junior high school teachers. In addition to health, 80
people consist of general practitioners, dentists, specialist doctors, nurses,
pharmacists, nutritionists and x-ray experts.
While the engineering profession needed 23 people, namely civil
engineering, architecture, biological sciences, accounting and law graduates.
Whereas for Category Two honors (K2), according to MenPan-RB’s decision, the
policy of becoming a civil servant has ended two years ago.
Yan Edward Guluda explained that K2 and residents who participated
in the selection of civil servants with the lowest educational requirements,
diploma and maximum age of 35 years dated 30 September 2018. “Honorary K2
must participate in general no more special appointments, K2 who must be dated
30 September should not be more from 35 years, “he explained.
While for K2 who have a graduate diploma of teachers who will take
part in the selection, the diploma must be obtained the latest in 2013 and may
not be above that year. At present the data from BKPSDM Poso is that there are
1900 K2 in Poso. The Poso region for the next five years is a much needed
force, namely the PNS with a teacher profession.
“Many elementary schools whose teachers are concurrent and
very lacking of teachers like science teachers are also lacking. There is also
a teacher who has retired, some even have moved to join her husband working
outside Poso,” he explained.
He added, on 19 September 2018, the number of PNS receipts and
registration of civil servants through online will be announced simultaneously
in Indonesia including the Poso region. The registration is opened for eleven
days starting from 19 to 30 September 2018, the implementation of the PNS exam
will be carried out at BKN Office Palu.
He explained, the selection included document selection, Basic
Competency Selection (SKD) test and Field Competency Selection (SKB) test.
“In the test, there will be several categories, starting the document
selection, if you pass the file, take the SKD test if the score is good, take
the SKB test,” he explained.
Where for the PNS test, the determination of graduation will be
assessed for test participants who have good competency skills. The results of
the PNS test scores at that time can also be directly seen through a computer.
“A good competency ability determines graduation. What is clear
is that the registration is open transparently. The results of the test scores
can be seen directly through a computer at that time,” he said.
Yan Guluda said, for the fate of 1900 K2 people, the Poso Regional
Government is still waiting for the Government Regulation (PP) regarding the
Appointment of Government Employees with Work Agreements (PPPK) so that their
fate can be accommodated.
“We are still waiting for the PP from the RB MenPan about the
fate of K2, they are like contract employees but no basis has been issued yet
to accommodate them. But keep in mind that after the mechanism there will
definitely be a selection of age and educational background,” he
concluded.**
