The results of Hearing Meeting (RDP) of Palu City Council, the
Pasigala Disaster Victim Debtor Forum and Banking Leaders, Central Sulawesi
IJK, on January 15, 2019 in the plenary meeting room were chaired by
the Chairman of the City Council, H Ishak Cae, Reo and other deputy leaders. It
was also attended by Head of Bank Indonesia Representative in Central Sulawesi,
Mr Miyono.
The following RDP results can be submitted to this group,
namely;
Forum of debtor requests that there is “Demand or Moratorium
on Billing of Credit to Debtors before there are official decisions of the Republic of Indonesia Government.
The time lapse
(Moratorium) aims to give opportunities to the debtors to get back up and be
economically strong.
Forum of Debtor requests the political support to the city
council
in issuing a Recommendation Letter
to the President of
Republic Indonesia concerning
the write-off of debtor loans in Banking and IJK.
Forum of Debtor also invites the City Council together to
face the Chair of Indonesian Disaster Unit – Jusuf Kalla as well as the Forum Coordination that
has been built with the Secretariat of the Indonesian Vice President.
EXPLANATION OF BANKING PARTY / IJK:
- The Banking Party still relies on POJK Number 045 Year 2017
which submits policy to the banks in providing the Debt Loans or in other words
Restructuring;
- Up to 108 today, bank are still running in accordance with
POJK Number 045 of 2017 before there are official decisions for the government of
post-disaster debtors;
- The administrated cultural banks; Mr. Rahmat stated that there were 45
thousand debtors of Central Sulawesi Banks. The Credit Restructuring Policy Jointly with Debtors. Some have
delayed two months to two years. He hopes the Debtor could work together for
the restructuring;
- Head of BRI Palu Branch; Stating that at Pasigala there are
61 thousand debtors which 25 thousands of them refused to restructure with
variation of excuses. BRI at Pasigala disburses a total of 5 trillion rupiah in
loans. They agree for credit to be written-off for the hugely-affected
victims of the disaster;
- The Rural Banks (BPR) supports the forum steps on the
debtor’s
demand for credit
write-off to
the Central Government, namely the Indonesian government;
- Head of BTN Palu Branch; There are 6 thousand debtors which have been
given a restructuring from two months to two years due to the disaster and 7.7
thousand BTN directly-affected debtors. That is, the house is severely damaged, medium and
low. BTN Palu Branch requests collaboration of debtor forum to request the members to become BTN
Debtors to immediately come to BTN office in negotiating the restructuring.
STATEMENT OF CHAIRMAN OF ISHAK CAE :
- In accordance with Presidential Decree No. 14 of 2015 and
Presidential Decree No. 17 of 201 expressed that people’s business
credits (KUR) that are loss for two months will be replaced by Askrindo as the party
which holds credit at risk of being jammed;
- However, according to Head of BRI, it is not two months, but
108 KUR days that are threatened with loss are proposed for Askrindo to be
bailed out. Askrindo is an insurance of BUMN;
Majority of City Council members supports the Struggle of
Debtor Forum for credit write-off at Pasigala.
CONCLUSION:
- Banks will do restructuring with debtors. We will
utilize it in accordance with the ability/issue/construction of any members. In
the process of the debtor’s restructuring, it should not be in forced
circumstances;
- The restructuring process is only for ‘Temporary’ as
we will continue to struggle to the government of Republic of Indonesia. The
purpose is empowering the economy community in the under level;
- Requiring full power of all members of debtors which
demands the credit write-off by Central Government
