UNESCO has established the Togean Islands Tojo Una-Una Regency as one of the
world’s Biosphere Reserves (CB).

Together with Saleh Moyo Tambora, NTB, Togean was established at 31st The International Coordinating Council (ICC) of Man and
Biosphere Program, in Paris, Wednesday (06/19/2019).

Coordinator of the Togean Ecotourism Network (JET), Abdul Rasyid
Languha assessed that CB Togean status does not guarantee a direct impact on
the empowerment of local communities.

Because the management remains in the government’s coordination. Even
the biosphere reserve forum is dominated by the government.

“While the Regional Government and the BTNKT have not seen budget
alignments and implementation approaches that have an impact on community
empowerment,” Rasyid said to Kaili Post last night.

What guarantees community empowerment, he explained, is not on the
status of the region, but on the partisanship and seriousness of the
government.

He gave an example, the program of “Role Model” coral
transplantation and ecotourism was not yet participatory. Still top down. In
addition, the tourism development program by the local government has also not
touched the target for community empowerment.

“So, whatever the status depends on the good will of the
government. Change the paradigm and approach, “said the man from Palu who
has been working with the Togean community for more than 20 years.
The implications of populist economic development or community
empowerment for the establishment of CB status certainly depend on the approach
and partisanship of the government.

JET hopes that the Biosphere Reserve Forum which was formed last year
can function optimally to oversee the implementation of CB management so that
it becomes a vehicle for empowerment programs.

“TNKT Hall as a regional stakeholder in the management of
empowerment programs at Togean, is expected to be more active in encouraging
the participation of local communities,” he hoped.

However, on the other hand, Rasyid assessed the status of the Biosphere
Reserve will strengthen and support efforts to conserve ecosystems and
biodiversity in the Togean Islands National Park.

“International support is needed for ecotourists. Besides being
able to help protect ecotourism resources, while helping to widely promote
community-based ecotourism activities to the international world, “he
explained.

It is expected that through the Biosphere Reserve a sustainable
development program can be implemented in the Togean Islands.

“The hope is that CB status can support the existence of a
mechanism of integration and cooperation among stakeholders in dealing with
critical issues in the environment such as illegal fishing and illegal
logging,” he said.

Hence, in the name of ecotourism institutions, namely JET and BEST
(ecotourism in Central Sulawesi), Rasyid Languha appreciated the speech of
Governor Longki Djanggola on establishing Togean status as a World Biosfere
Reserve in the UNESCO-France forum. **
