THE CONSTRUCTION Project of temporary shelters targeted at 12 thousand units for 14,400

disaster still lacks of 13 hectares of land for the construction of 400 units.

In addition to land shortages, said Head of the PUPR Ministry Task
Force for the disaster emergency response in Central Sulawesi, Arie Setiadi who
was contacted in Palu on Tuesday, another problem faced was that the land
provided was not fully sterile for the Ministry of Public Works’ shelter.

According to him, his party has received land allocation for the
construction of shelters in 48 points such as 21 points for Palu, 18 points for
Sigi and 9 points for Donggala.  “But
when we will enter the land preparation, it turns out that several locations
have been entered into by the community and donor institutions to build
residential areas,” said the former Director General of Highways at the
Ministry of PUPR.

The shortage of shelters’ development land, said Arie, was discussed at a
special meeting chaired by Central Sulawesi Governor, Longki Djanggola in the
governor’s office on Friday (9/11), attended by the Mayor of Palu, Sigi Regent,
Donggala Regent and a number of leaders of relevant agencies.


“In the meeting, land has been mapped which will be allocated for
the construction of PUPR shelters. It is now in the process and expected to be
allocated in the near future so that the target for the construction of
shelters can be completed as scheduled on 25 December 2018. Until Saturday
(10/11), said Arie, 506 units of shelters had been completed with construction
of the target of 1,200 units.

Central Sulawesi Governor Longki Djanggola when chairing the shelter
development acceleration meeting in his official residence on Friday (9/11)
requested that the PUPR Ministry Task Force to establish intensive
communication with the mayor and local regent for the construction sites of shelters
so that all obstacles in the field could be resolved.

Data from the Central Sulawesi provincial disaster data and information
center (Pusdatin) noted that shelter needs for the victims of the Palu, Sigi
and Donggala disasters were Palu City with 7,500 rooms, Sigi with 7,944 rooms
and Donggala District with 4,742 rooms.

Meanwhile the expert staff of the PUPR Minister for Communication, Rudy
Novrianto explained that the construction of 1,200 temporary shelters also
involved the local entrepreneurs through the Central Sulawesi Association of
Construction Implementers (Gapensi) to empower the entrepreneurs and local
workers.

Of the 1,200 units that will be built until 25 December 2018, only 850
units will be handled directly by the Ministry of Public Works and the rest
will be submitted to Gapensi Central Sulawesi.
 The shelters are worth around Rp500 million/unit.
Each shelter consists of 12 rooms measuring 18 square meters, built with
lightweight steel frames, walls and ceiling made from GRC, zinc roofs, plank
floors. This building will be equipped with sanitation, public kitchens,
parking lots, clean water facilities, 450 watt electricity, and kindergarden
and elementary schools.**
