ON SIX Months
after the earthquake, tsunami, and liquefaction disaster in Palu, the promise
of the Central Government, that will soon realize the disbursement of stimulant
funds, grievances and life rations for residents affected by the disaster, yet
implemented.

This makes the affected residents who are members
of the Balaroa Earthquake and Liquefaction Victims Forum hold a consolidation
at the Central Sulawesi Provincial Museum Building on Jalan Kenduri, Palu City,
Saturday (03/30/2019).

In the consolidation, the Head of Palu City BPBD
Presley Tampubolon, Head of the Palu City PU Office, Iskandar Arsyad, Head of
the Palu City of BAPPEDA Arfan, and hundreds of Balaroa Village residents were
affected by liquefaction.

Chairman of the Balaroa Earthquake and Liquefaction
Victims Forum, Abdul Rahman Kasim, emphasized the disbursement of grief
compensation funds for heirs, stimulant funds, and the quota for affected
communities, as promised by the Central Government, until March 2019 it has not
been realized.

According to him, the Central Government is not
consistent with his statement. For example, the commitment of Vice President Jusuf
Kala while visiting Palu City some time ago.

“The central government only gives false
promises, so far there has been no realization,” he said.

Representatives of the Balaroa Forum for
Earthquake Disaster and Liquefaction Victims, according to Abdul Rahman, will
go to Jakarta to submit petitions directly to the president and demand the
Central Government’s promises.

Rahman explained, in the petition to be submitted
to President Joko Widodo, there was one point that asked the Central Government
that the temporary shelter (Huntara) development funds be converted to fulfill
the lives of affected residents in the city of Palu.

Rahman considered that the construction of Huntara
was allegedly full of corrupt practices.

“One shelter unit consists of 12 rooms with a
budget of Rp. 540 million. If it is calculated normally, it will only be around
56 million. After that, the shelter will be left by the community to occupy
Huntap (permanent housing),” he said.

Another point in the petition, continued Rahman,
was the demand for clarity on civil rights on the land of residents affected by
liquefaction if the government would use it as a monument or museum.

Responding to this, the Chairperson of the Palu
City Bappeda, Arfan, explained that the actual logistical assistance for
refugees originating from the shifting APBD budget funds would end this month.

However, if indeed there is no assistance from the
central government to cover the refugee logistical needs for the next two
months, the plan is that the Palu City Government will reuse the shifting APBD
funds of Rp. 29 Billion. The funds are used to meet the logistical needs of
11,444 refugees in the city of Palu. **
