PARMOUT,- THE IMPACT Of budget allocation of social assistance funds allegedly many of them are not right on the target, consequently the local government budget (APBD) changes in 2017 on fisheries and marine department of Parmout District certainly got deficit.

This is apparently in the discussion of APBD-P budgets conducted by the Commission II of Local’s Representative House with fisheries and marine department of Parmout, in the commission II room, on Wednesday (11/10) yesterday.

Chairman of Commission II of Parliament Parmout, I Made Yastina revealed that, one example of social assistance funds attached to fisheries and marine department, many are not exactly hitting the target, like how can the provision of one unit of marine tools such as katinting tool given to a group of up to five people.

“The calculation is not rational. One unit of katinting equipment should be given to one fisherman only, not to five fishermen, thus causing the economic rotation of Parmout fishermen community until now cannot be optimal,” said Made Yastina.

In addition, according to him, social assistance funds given to the fishermen must use a way of cultivation, rather than cash or the provision of materials that do not have the principle of sustainable benefits.

Exemplified like, the fishermen do not only fish at sea, but the technical agency should conduct cultivation to fishermen by providing assistance tools such as rompong for sea fish cultivation which is where the system of its usefulness is ensured to be sustainable.

“Such Technical stance which actually must be understood by the technical service. Why Parmout community till now still being poor, because the technical service has never prepared the program in maximal, “explained Made Yastina.

This monitoring media, Head of Fisheries and Marine Department of Parmout, Sabarudin Killis admitted that there are still many programs that are not right on target which resulted in the budget of the deparment in APBD-P 2017 only given worth Rp230 Millions.**
