FACT Food poisoning of 37 refugee children and adults in the Kabonena
Capsule Refuge Shelter and Mister Tipo Field, is a fact that confirms the weak
coordination of the Regional Government regarding disaster management in
Pasigala.

This was stated by Yahdi Basma, Chairperson of the Disaster Supervision
Special Committee, for the Saturday afternoon incident in Kabonena and Tipo,
Palu, January 19, 2019. 37 victims of this disaster were like falling down on a
ladder.

Kapolresta Palu, AKBP Mujiyono confirmed the incident. According to
him, from the statement of one of the witnesses at the refugee camp in Tipo
Village, that there was no coordination related to logistics, in this case the
rice was packaged which was estimated to be as many as 200 packets entered at
the evacuation site.

“From the witness testimony gathered, there were two large plastic
bags containing rice packets which were dropped from the red plate Suzuki APV
car. With the code number Police B at the refuge site in Tipo Village. Until
now, we are still investigating,” said Karya.

The police chief also appealed to residents in the refugees to be more
careful about those who provided food assistance. “At least the identity
that provides assistance is recorded so as to facilitate the investigation
process of the authorities, if something else happens again,” he pleaded.

This fact, according to Yahdi Basma, confirms the poor handling of
refugees as an important part of disaster management.

According to him, it is clear in the Central Sulawesi Regional
Regulation No.3 / 2013 concerning the Implementation of Disaster Management in
Article 76 paragraph 7, the Regional Government encourages by facilitating
empathy for community participation in handling refugees or victims.

“We will ask immediately, whether the local government has a
listing of data, who and which institutions are concerned about supporting the
needs of the victims in the Refugee Shelter so far. Where is the institution /
organization, how is the track record, etc. If the data is not there, yes, of
course it’s certainly miscoordinated. Moreover, I heard that the car that was
carrying the food had red police, “he said.

“This must be investigated thoroughly. We also emphasize, to the
volunteers who empathize, we say thank you, but then give help, preferably raw
food ingredients, such as rice, eggs and others that meet nutritional
standards. And the POM Center must also work day to day,” said Yahdi Basma
